A year without new rules?

Washington Governor Christine Gregoire recently issued an executive order instructing state agencies to suspend non-critical rulemaking activities until January 1, 2012.  Chief among her reasons for the order: Businesses need a break from new regulation during the current economic recession.

The ban on new rules is subject to some broad exceptions.  Nevertheless, the governor's order is significant from a philosophical standpoint.  That is, the state now officially recognizes that new regulations are likely to do more harm than good.
