Has the White House conceded that the individual mandate is not severable?

Yesterday Randy Barnett posted to Volokh Conspiracy, explaining that the White House has conceded that the individual mandate provision is not severable from the rest of the Patients Protection and Affordable Care Act. As I explained in earlier posts, this may mean that the entire act could be struck down if the mandate to buy health insurance is found to be unconstitutional.
