Limit to public financing of environmental litigation on the way?

Many environmental groups rely on the Equal Access to Justice Act to cover attorneys fees' and costs for successful cases brought under the National Forest Management Act and other environmental statutes.  The Equal Access to Justice Act is controversial in that many believe it has allowed groups like the Center for Biological Diversity to use federal environmental laws in a way never imagined when the statutes were originally passed–to the detriment of regulated entities throughout the country.

According to this article in the Tuscon Citizen, the U.S. House of Representatives is considering an amendment that would limit abuse of the Equal Access to Justice Act.
