An Arizona county needs a new courthouse complex.  Too often such stories have a bad ending for property owners in the way of the site plans.  Not so this time, according to the words of county officials:

[Supervisor Carol Springer] said it is a county policy not to use eminent domain to take property.

"We need a willing seller at a price we can afford," Springer said.
