Should Peter Douglas retire?

The Eureka Times-Standard has this oped by Lloyd Billingsley of the Pacific Research Institute.  Mr. Billingsley argues that Mr. Douglas had led the Commission for too long.

The voters and governments in California's coastal counties are capable of protecting the coast while establishing their own zoning and housing policies. The people of California did not vote to give any individual a private fiefdom for life, and the people deserve better than a counterproductive agency that quashes their basic rights.
