Rachel Culver

Rachel Culver is a case publicist at Pacific Legal Foundation, where she crafts compelling narratives about PLF’s litigation, clients, and research initiatives.

Before joining PLF, Rachel served as a research fellow for The Federalist Society, where she led legal and historical research for the State Constitution Project—a nationwide initiative aimed at advancing state constitutional originalism. Her work involved compiling thousands of digitized sources to build state-specific research catalogs and reports, focusing on states including Virginia, West Virginia, Oregon, Washington, Nevada, and Wyoming. She also assisted in editing publications and supporting smaller constitutional research projects.

Rachel earned a degree in political studies from The Master’s University, with concentrations in political theory and constitutional law. During her time as a student, she actively participated in extracurriculars, including the university’s moot court team. She also gained experience through roles with her congressman’s District Office, The College Fix, and internships at legal nonprofits such as Alliance Defending Freedom and The Federalist Society.

After graduation, she was a fellow at the John Jay Institute, where she studied the influence of culture, political philosophy, and theology on civic engagement, community development, and human flourishing.

Her academic background in philosophy, culture, and law—including coursework in U.S. constitutional history, The Federalist Papers, western political philosophy, and natural law—deepened her understanding of human dignity and freedom. She believes that through hard work and determination, individuals should be free to enjoy the fruits of their labor without undue government interference.

A California native, Rachel enjoys hiking, camping, and spending time outdoors. Outside of work, she loves running, reading, writing, playing pickleball, and serving in her local church. Currently, she is writing a book analyzing and applying theological themes in the Old Testament Book of Isaiah to modern readers.
