Robby Fountain grew up in Kingwood, TX, a northeast-Houston suburb.  Salutatorian of his high school class, Robby would go on to attend the University of Texas at Austin, majoring in economics and philosophy and graduating with highest honors.

Upon graduating college, Robby interned with his local state representative and completed a fellowship at the Institute for Justice.  Robby then matriculated to Harvard Law School, graduating in the bicentennial class of 2017.  While a law student, Robby completed summer clerkships at Locke Lord LLP, the Cato Institute’s Center for Constitutional Studies, and Pacific Legal Foundation.

Joining Pacific Legal Foundation full-time this past April, Robby’s principal focus area is advancing civil rights, particularly the rights guaranteed by the Fourteenth Amendment.  He is accordingly involved in Pacific Legal Foundation’s school choice cases, and is also working on the Foundation’s Administrative State and Coastal projects.

In his spare time, Robby enjoys exercise and music.  He plays the piano, synthesizer, percussion, electric bass, and records.  He was an integral member of a law school-founded rock band called “Learned Band.”

PLF responds to Corps’ disappointing nationwide permit proposal

This morning PLF submitted a comment letter to the United States Army Corps of Engineers in response to the Corps’ Proposal to Reissue and Modify Nationwide Permits under the Clean Water Act

The Act requires a permit for any discharge of dredged or fill materials into waters of the United States Acquiring an individual permit is extremely expensive and can take years To streamline the permitting process and reduce its own administrative costs, the Corps issues nationwide permits that automatically authorize activities with minimal environmental impact, eg, constructing a boat ramp

Unfortunately, many of the nationwide permits proposed by the Corps include senseless restrictions and conditions that can catch
