The Boston Herald on the Endangered Species Act:

Years of amendments and regulations have made the statute hard to obey. The nation needs an overhaul of the statute that would discriminate among important species such as the wolf and the Devil's Hole pupfish, an inch-long fish enjoying the same legal protections in a single pool in a Nevada cave.
