California Coastal Commission cannot ignore laws to block housing production

To make housing more affordable is to build more of it. In California, the Coastal Act specifically limits the Coastal Commission’s authority by putting local building decisions into the hands of local governments. The agency cannot take more power than the legislature grants it and unilaterally overrule those decisions.
