Follow up to Bolsa Chica

Aquafornia reports.  (The Bolsa Chica development near Surf City, California, was the focal point of an important Court of Appeal decision regarding environmentally sensitive habitat areas, which are protected under the Coastal Act.  The long and short of that decision is that ESHA cannot be substituted or mitigated for, such that most projects that would encroach upon ESHA are undevelopable.)
