The Democrats' prodigous 1,018 page health care bill is available for online viewing.  The American Thinker has discovered that the bill is loaded with race-preferences. 

Why is it that everytime a new government boondoggle is proposed, the bureaucrats have to make sure that money is allocated according to people's skin color?
