Habitat Conservation Plans (HCPs) are meant to balance conservation with productive land use. But in practice, they often impose exorbitant costs that far exceed a project’s actual impact.
The result? Property owners, home builders, farmers, and developers are left to pick up the tab for the public’s broader conservation goals.
On Thursday, November 12, Pacific Legal Foundation and the National Association of Home Builders are hosting a virtual panel of industry, legal, and policy experts to highlight the often-overlooked costs of conservation plans, where the Constitution draws the line on mitigation fees, and ongoing efforts to strike a fairer, more productive balance.
Note: A recording of the discussion will be circulated to all registrants, so feel free to RSVP even if you can’t make it live.
