At the ESA Blawg, Keith Rizzardi summarizes the U.S. Fish and Wildlife Service's notice to the public on the South Sacramento Habitat Conservation Plan and the incidental take permit that Sacramento County seeks.  Eventually FWS will issue a joint Environmental Impact Statement/Environmental Impact Report on the proposed plan.  It will be interesting to see if anyone contests this conservation plan that allows for modest development, given that, as Rizzardi notes, the SSHCP "represents the latest HCP planned for an area where HCPs have been much litigated."
