incidental take permit for South Sacramento Habitat Conservation Plan

Eventually FWS will issue a joint Environmental Impact Statement/Environmental Impact Report on the proposed plan. It will be interesting to see if anyone contests this conservation plan that allows for modest development, given that, as Rizzardi notes, the SSHCP "represents the latest HCP planned for an area where HCPs have been much litigated."
