Washington, DC; October 28, 2026: Pacific Legal Foundation is joined by more than 35 coalition partners in urging congressional leaders to pass the Bipartisan American Affordability and Jobs Act of 2026 (BAAJA), a bipartisan deal to overhaul federal permitting and remove barriers to building in America.

The coalition includes Americans for Prosperity, C3 Solutions, ClearPath Action, Goldwater Institute, National Taxpayers Union, and many other groups and individuals. The letter calls upon lawmakers to pass BAAJA to make permitting more predictable, protect property rights, and support the energy and infrastructure projects Americans need.

“Americans should not have to spend years navigating government red tape to build the projects their communities depend on,” said Joe Luppino-Esposito, federal policy director at Pacific Legal Foundation. “This coalition urges Congress to seize this bipartisan opportunity to enact meaningful permitting reform. Giving people the freedom to build will help lower costs, expand opportunity, and strengthen our economy.”

The bipartisan deal, released last month, would streamline reviews under the National Environmental Policy Act (NEPA), shorten deadlines for legal challenges, and reform judicial remedies to provide greater certainty for projects. It also would reform permitting under the Clean Water Act, Endangered Species Act, and the National Historic Preservation Act.
