Haley Dutch joined Pacific Legal Foundation as an attorney in 2024. Her work focuses on restoring and protecting equal treatment under law, individual liberty, and the right to earn a living. Within the area of equality and opportunity, Haley is particularly interested in restricting the power of regulators and bureaucrats while increasing the freedom of individuals and businesses.
Prior to joining PLF, Haley was an Appellate Fellow for the Colorado Solicitor General. She was also a law clerk for the Honorable Timothy M. Tymkovich in the Tenth Circuit and the Honorable Sheryl H. Lipman in the Western District of Tennessee.
Haley attended University of Michigan Law School, where she was an executive editor on the Michigan Law Review. At Michigan, Haley also competed in the Campbell Moot Court and held a board position in the Federalist Society. She holds a B.A. in international political economy from Penn State University. When not defending individual liberties, Haley enjoys hiking, skiing, climbing, and spending time with her rescue dog, Agatha.
Haley is a member of the bar only in the states of Tennessee (inactive) and Colorado.
