Zayna Resley

Zayna Resley is a Coalitions manager at Pacific Legal Foundation, where she works to create partnerships and leverage relationships to support PLF’s legal and policy work. She supports the Separation of Powers and Environment and Natural Resources programs and focuses on coalition outreach across the Northeast, Arizona, and Idaho.

Before joining PLF, Zayna worked in state government affairs at the Cato Institute, where she built relationships with legislators, industry groups, and external organizations across the country. Her work spanned economic development, housing, technology, healthcare, and education, all with the goal of advancing free-market principles at the state and local levels.

Zayna earned a master’s degree in politics and communication from the London School of Economics, where her research focused on classical liberal approaches to technology regulation. She completed her undergraduate studies at the University of Arizona.

Her love for libertarianism was sparked by her mother’s experience immigrating from an authoritarian regime to the United States, which shaped her deep appreciation for the freedoms and opportunities afforded by individual liberty. Outside of work, Zayna enjoys international travel and learning how to cook cuisines from different cultures.
