Western states talk water, sans California

Officials from most of the western United States held an important discussion on water rights yesterday at the Western Governors Association's conference in Las Vegas.  Noticeably absent, however, were California Gov. Arnold Schwarzenegger and Gov.-elect Jerry Brown.

Meanwhile, California farmers will continue to face a serious question admist increased regulations and water uncertainty: "Will it be worth it to continue farming?"
