Federal agencies struggle to regulate in down economy

Just kidding, unfortunately.  In fact, as I write in this commentary just published by the California Farm Bureau Federation, federal agencies continue to enjoy growing regulatory authority and budgets at the expense of freedom and fiscal sanity.
