Reform needed in VA, attorney writes

Attorney Jeremy P. Hopkins writes in today's Washington Times that eminent domain reform is long past due in Virginia.  Hopkins takes particular issue with Virginia law's deficiencies related to notice to, and compensation for, owners of condemned properties.
