The Devil's in the Details

Former HUD Secretary Jack Kemp has penned this column urging "careful" eminent domain reform.  It looks to me to follow the same general game plan as President Bush's executive order and the vast majority of state reform efforts undertaken since Kelo.  That is, it offers platitudes sufficient to placate the angry masses, only to carve out ample room for Kelo's continued application where rubber meets road.
