At Pacific Legal Foundation, we believe human ingenuity is the ultimate resource. Our Environment and Natural Resources practice roots itself in the belief that human creativity, unleashed through liberty, solves problems and expands the world’s potential. We defend the freedom to use public and private land productively by protecting constitutional limits on government power and promoting abundance through innovation.

Since Pacific Legal Foundation’s founding in 1973, we have challenged (and successfully defeated) restrictive and arbitrary barriers to the responsible use of natural resources for a wide range of productive activities, including energy development, mining, logging, fishing, homebuilding, and farming. Through fearless litigation, strategic research, principled policy advocacy, and scholarship, PLF advances the idea that the environment and human prosperity are not only compatible—they are mutually reinforcing when guided by freedom and respect for the ultimate resource: the human mind.

Our Environment and Natural Resources Goals

Unleash Human Ingenuity to Build, Grow, and Flourish

We fight government restrictions that prevent people from improving their private and public lands and their lives—whether it’s farming, housing, energy, or restoration. Human potential is limitless when people are free to solve problems and shape the future. Our goal is to protect that freedom.

Defend the Right to Use Property as the Engine of Prosperity and Problem-Solving

Property rights are not just legal protections—they’re the framework through which people create value, steward resources, and pass opportunity to the next generation. We defend the property rights and economic freedoms of landowners, producers, and entrepreneurs against arbitrary and ideological barriers to innovation.

Transform Environmental Law from a Tool of Scarcity to a Platform for Abundance

Too often, environmental regulation assumes that human activity is a threat. We challenge that premise. We work to restore laws to their original purpose: unlocking natural resources while empowering people to use science, technology, and creativity to solve environmental challenges and build a better world.
